·Bachelor's degree in Civil Engineering (West Virginia University-USA), Master's degree in Project Management (Kuwait University), PhD in Project Management (Al-Azhar University-Egypt, Completion of a comprehensive construction engineering training program (Kyoto University-Japan).
·Judicial Arbitrator at the Ministry of Justice, Arbitrator at the Kuwait Society of Engineers.
With a rich experience spanning over 40 years, Dr. Alolayan's achievements include:
·Director of the Planning Department and Head of the Legal Affairs Office at the Public Authority for Housing.
·Contract management consultant for various public sector entities (including the General Directorate of Civil Aviation, Public Authority for Housing Welfare, Amiri Diwan, Ministry of Information).
·Project and contract management consultant for numerous private sector entities (including the National Real Estate Company, American Stanley Company, German Dietcon Company, Turkish Cologne Company, Greek Aktur Company).
·Representation of both public and private sectors in contracting claims.
·Leader of the Technical Committee at the Ministry of Affairs overseeing contracts for contracting cooperative societies.
·Lecturer at Kuwait University and guest speaker at the American University in Cairo, Instructor for training courses in contract management (Claims, VO, EOT, Compensation).
